In Canada and other countries where on earth public form effort is provided; can you turn elsewhere to see a specialist?

Most noticeably you can . Here in BC canada many waiting list are very long for things like Hip Replacement & other issues that require specialized thought or surgery . Many go to Washington state .
Also we have a immensely small Neo Natal Health area in Vancouver & oodles Preemies are flown to the US to have specialized care .
We hold a great care system here BUT not enough Dr's & the hospitals own cut back so much
