How to lose an inch contained by 27 days :)?

OK, i will be turning 18 in 27 days. I really want to lose one or two inches around my waist by then if to be exact possible. i'm going to start drinking tons of water cutting calories and running. Do you dream up this is possible and do you have any other suggestions.. oh if it helps i'm a really petite girl, one and only 5' 3".
